The Canadian government has affirmed its sanctions against Russia-based Volga-Dnepr Airlines (VDA), dismissing the carrier's 2023 application for removal from the sanctions list. These measures were initially implemented after the onset of the Russia-Ukraine war.
As a direct consequence of these ongoing sanctions, one of Volga-Dnepr's Antonov AN-124 heavy-lift cargo aircraft has been impounded at Toronto Pearson International Airport (YYZ) for more than four years. The airline had sought to regain operational freedom and access to its assets by challenging the sanctions.
For freight forwarders and logistics professionals, this ruling confirms the continued absence of Volga-Dnepr's specialized heavy-lift capacity from the global market, particularly for oversized and project cargo requiring AN-124 capabilities. Shippers needing such services will continue to rely on alternative carriers or modes, potentially impacting costs and transit times for specific project logistics.
