The Singapore Shipping Association (SSA) has issued a new Frequently Asked Questions (FAQ) document providing guidance on the bunkering and use of marine biofuels for ocean-going vessels. According to the SSA, the European Union's FuelEU Maritime regulation has established a clear, enforceable need for compliance, which has directly contributed to a rise in bio-blend bunkering activities at major maritime hubs, including Singapore.
The association noted that FuelEU has altered bunker procurement practices, moving away from a sole focus on price optimization towards a compliance-driven approach. This change means that shipowners are increasingly willing to pay higher costs for bio-blends to either meet regulatory requirements or avoid the complexities and potential penalties associated with non-compliance or emissions pooling arrangements.
For freight forwarders and operations managers, this development signals a continued trend towards higher fuel costs, particularly for vessels calling at EU ports or those operating within the FuelEU Maritime scope. The sustained premium for biofuels suggests that carriers will pass these increased operational expenses onto shippers through bunker adjustment factors (BAFs) or other surcharges. Forwarders should anticipate potential impacts on freight rates and factor in the growing importance of vessel fuel choices in their supply chain planning, especially for routes involving Europe. The emphasis on compliance-driven sourcing also highlights the need for transparency in fuel reporting and emissions data.
