Panama has officially regained its position on the White List of the Paris Memorandum of Understanding (Paris MoU), according to the recently published Annual Report. The Panama Maritime Authority (PMA) expressed satisfaction with this announcement, highlighting its efforts to meet international maritime safety and environmental regulations.
This reinstatement follows a period where Panama was not on the White List, indicating that previous inspections by Paris MoU member states had identified areas requiring improvement in vessel compliance. The White List status is crucial for flag states as it reflects a strong performance in port state control inspections, suggesting that vessels registered under the Panamanian flag are less likely to be detained.
For freight forwarders and shippers, this development is generally positive. It signals a reduced risk of delays and potential costs associated with vessel detentions for ships flying the Panamanian flag. A higher compliance rating can contribute to more reliable scheduling and potentially lower insurance premiums for carriers, which might indirectly benefit shippers through more stable freight rates and improved service quality. Panama operates one of the world's largest ship registries, so this improved standing affects a significant portion of the global merchant fleet.
