Azerbaijan is advancing its commitment to international maritime environmental standards by joining the International Convention for the Control and Management of Ships’ Ballast Water and Sediments. A draft law supporting this accession was recently deliberated and approved by the Milli Majlis, the country's parliament. This ratification signifies Azerbaijan's dedication to mitigating the ecological risks associated with the discharge of ballast water from ships, which can introduce non-native species into local marine ecosystems.
For freight forwarders and shipping operations, this development means that vessels calling at Azerbaijani ports will need to comply with the convention's requirements regarding ballast water management systems and procedures. This includes maintaining a ballast water management plan, carrying a ballast water record book, and ensuring that ballast water treatment systems are installed and operational, or that ballast water exchange is conducted according to international standards. This will primarily affect shipping in the Caspian Sea, requiring operators to adapt their practices to the new regulatory framework. Compliance will be crucial to avoid potential delays or penalties.
