Azane Infrastructure AS has committed to a penalty of NOK 22.1 million (approximately $2.3 million USD) if three proposed ammonia bunkering terminals along the Norwegian coast fail to achieve Final Investment Decision (FID) status by mid-December 2026. These terminals are slated for Florø, Stavanger, and Mongstad. The projects had previously received significant financial backing, with Enova allocating a total of NOK 442 million in funding in December 2025. Enova's funding model stipulates that grant payments are disbursed as project costs are incurred, with a 20% retention until project completion.
For freight forwarders and logistics professionals, the development of ammonia bunkering infrastructure is crucial for the decarbonization of maritime shipping. The potential delay or cancellation of these projects could impact the availability of alternative fuels for vessels operating in the North Sea and along the Norwegian coast. This could influence vessel routing decisions for carriers committed to reducing emissions, potentially leading to higher operational costs if ships need to bunker at less convenient locations or rely on conventional fuels for longer. The deadline pressure on Azane highlights the challenges and financial commitments involved in scaling up green shipping initiatives.
Should Azane meet the FID deadline, it would signal progress in establishing a green fuel supply chain, potentially increasing the attractiveness of Norwegian ports for vessels capable of running on ammonia. Conversely, missing the deadline and incurring the fine could indicate broader hurdles in financing and implementing such large-scale sustainable infrastructure projects, which might affect future investment confidence in similar ventures.
