Maritime New Zealand (MNZ) has introduced a new Marine Protection Transport Instrument (MPTI) that mandates nationally consistent fuel changeover requirements for large vessels operating in New Zealand's waters. The "Marine Protection Transport (Fuel Oil Changeover, SOx Compliance, and Equivalents) Instrument 2026" will come into effect on November 11, 2026. This regulation stipulates that ships must complete their fuel changeover process before entering New Zealand's territorial sea.
The primary objective of this new requirement is to mitigate the risk of propulsion-related incidents in sensitive coastal areas and around port approaches. By ensuring vessels transition to compliant fuels further offshore, MNZ aims to prevent potential mechanical failures that could lead to environmental damage or navigational hazards.
For freight forwarders and operations managers, this regulation means that carriers serving New Zealand will need to adjust their operational procedures to comply with the new fuel changeover zone. This could impact vessel scheduling and potentially add a small amount of transit time for the changeover process, although the impact on overall rates and capacity is expected to be minimal. Shippers should be aware that their carriers will need to adhere to these new environmental and safety standards.
The decision to implement these rules follows a period of public consultation earlier in the year, where stakeholder feedback reportedly showed strong support for the initiative.
